CitizenLink is reporting that the New York’s Office of Children and Family Services, which runs the state’s juvenile-detention centers, has quietly adopted new rules for “transgendered” youth. The new guidelines even allow boys to wear girls’ panties and bras, use makeup and shave their legs.
